Implementasi Pelatihan Keterampilan Bagi Remaja Putus Sekolah di Unit Pelaksana Teknis Pelayanan Sosial Bina Remaja Bojonegoro (Studi di Unit Pelaksana Teknis PSBR Bojonegoro)

Tingginya angka remaja putus sekolah di Jawa Timur, khususnya dari keluarga kurang mampu, menimbulkan permasalahan sosial yang kompleks. Salah satu upaya penanganannya dilakukan melalui pelatihan keterampilan yang diselenggarakan oleh UPT Pelayanan Sosial Bina Remaja (PSBR) Bojonegoro. Penelitian ini bertujuan untuk menganalisis implementasi pelatihan keterampilan bagi remaja putus sekolah di lembaga tersebut, menggunakan teori implementasi kebijakan George C. Edwards III, yang mencakup variabel komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi. Pendekatan yang digunakan adalah deskriptif kualitatif, dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan program berjalan cukup efektif, terutama dalam aspek komunikasi yang jelas dan komitmen tinggi dari pelaksana. Pelatihan memberikan dampak positif dalam meningkatkan keterampilan dasar, kepercayaan diri, dan kesiapan kerja peserta. Namun, beberapa kendala ditemukan pada aspek sumber daya seperti fasilitas pelatihan yang belum memadai dan durasi program yang hanya enam bulan. Selain itu, koordinasi antarbagian dalam struktur birokrasi masih belum optimal. Kesimpulannya, program pelatihan ini bermanfaat, tetapi memerlukan penguatan dalam aspek teknis dan struktural agar dampaknya lebih berkelanjutan. Keterbatasan penelitian terletak pada lokasi tunggal dan pendekatan deskriptif. Untuk itu, direkomendasikan agar penelitian lanjutan menggunakan pendekatan kuantitatif atau mixed methods serta membandingkan pelaksanaan di beberapa UPT serupa guna memperluas generalisasi hasil.
